Online Academic Programs at DU: 

Currently, online academic programs at DU tend to be developed, started, and run in one of three ways:

• On an ad hoc basis by individual academic units, often with limited resources and expertise.
• By UCOL, which has substantial expertise, but little excess capacity to assist other academic units.
• By individual academic units in partnership with 2U, a third-party OPM. 

The university has approved funding to pilot an Online Program Manager. In the fall of 2019, the Online Strategy Committee recommended that DU set up an internal OPM at DU.  This OPM would support individual units in conceptualizing, testing, developing, and executing new online programs, or in offering new online options for existing programs.  

• Hire an Executive Director (ED) for the OPM.
• Work with the ED to hire additional staff.
• Integrate the ED and additional staff into the DU community (academic units and central administrative units).
• In conjunction with the academic units, select a first program to launch. Launch that program with its first cohort in the Fall Quarter/Semester of 2020 or Winter Quarter/Spring Semester of 2021. 
• Along with the ED and the Provost’s Office, and with input from the deans of the academic units:
  • Design a revenue and expense flow system to align incentives, risks, and rewards between the OPM, the academic units, and the central administration.
  • Create a budget for FY21 and subsequent years.
  • Set metrics and accountability measures for the ED and the OPM.
